Gilberto Alvarado Ugarte, whose story of seeing Oswald take money in the Cuban Embassy to kill Kennedy was causing Director Hoover "a great deal of trouble," failed a polygraph test and confessed that he had manufactured his story. CIA Director McCone informed Johnson of this fact, who chuckled darkly and was otherwise silent except to end the conversation with a "Thank you, my friend."
